What is known — and what is not
Published estimates mention a budget of around €1.2 billion and a graduated subsidy. These are not binding: percentages and income bands are only fixed by the official guide.
Do not rely on any assumption. In previous programmes, expenditure only counted after a specific point in the process. Ask the Energy Inspector or the Technical Adviser before ordering anything.
